U.S. Secretary of Commerce Gary Locke viewed new flood-resistant construction at the University of Iowa and announced grants totaling $30 million to assist in flood rebuilding efforts in the aftermath of the 2008 Iowa flood—part of a continuing effort by the Obama administration to help those impacted by the flooding. The Commerce Department’s U.S. Census Bureau today released data on new residential construction in January 2010. Housing starts rose 2.8 percent in January and permits decreased 4.9 percent. Starts have advanced 23.4 percent and permits have risen 24.7 percent above their April 2009 low point. “Despite the mixed performance at the start of the year, the outlook for growth in housing activity remains positive,” Commerce Under Secretary Rebecca Blank said. The U.S. Commerce Department’s National Institute of Standards and Technology (NIST) has awarded more than $123 million in American Recovery and Reinvestment Act grants to support the construction of new scientific research facilities at 11 universities and one non-profit research organization. With ultimate research targets ranging from off-shore wind power and coral reef ecology to quantum physics and nanotechnology, the 12 projects will launch more than $250 million in new laboratory construction projects beginning early this year. The Commerce Department’s U.S. Bureau of the Census today released data on new residential construction in November 2009. Permits rose 6.0 percent in November and starts increased 8.9 percent, in both cases exceeding market expectations. Permits have risen 17.3 percent above their low in April, and starts have advanced 19.8 percent above their April low point. The Commerce Department’s U.S. Bureau of the Census released data on new residential construction in August 2009. Permits rose 2.7 percent in August and have increased 16.3 percent from their low in April, after plummeting a total of 78.0 percent between September 2005 and April 2009. Starts have followed a similar pattern, increasing 1.5 percent in August. “The upturn in housing activity and the recent gains in retail sales and industrial production demonstrate considerable progress toward recovery. U.S. Commerce Secretary Gary Locke announced $7.6 million in Economic Development Administration (EDA) American Recovery and Reinvestment Act (ARRA) grants to help four states boost private investment and create new jobs. The grants will: establish a bio-medical manufacturing and business park in Illinois; develop an industrial area in Florida; provide rail service to a technology park in South Carolina and expand an industrial park to accommodate new and existing industry in Michigan.

The Department of Commerce’s National Oceanic and Atmospheric Administration (NOAA) and the University of California have signed a 55-year ground lease clearing the way for construction next year of a new federal laboratory and office center at the University of California, San Diego’s Scripps Institution of Oceanography campus in La Jolla. “This is a key step as we prepare for construction of a world-class research facility where hundreds of federal and university scientists will investigate the entire ecosystem of fish and marine mammals off the California coast and beyond,” said Jane Lubchenco, Ph.D., under secretary of commerce for oceans and atmosphere and NOAA administrator.
